If you’re on android, there’s an app that essentially finds and pairs with the skimmer to see if it’s active.

The cops need to make some phony skimmers that wait for the criminal to drive by and issue the skimmer read commands and then issue an alarm. It should be easy enough to catch the guys reading the skimmers.
