It amuses me that this notion emerged as the result of a presentation seen at the Kaspersky Analyst Summit in 2016. I guess that was a year or so before it was demonstrated, first, that Kaspersky antivirus was a Trojan backdoor, and subsequently that Kaspersky management was in cahoots with Russian intelligence.
