They may be protesting the Burkini Ban. They could just as easily be mocking beach going burkini wearers.
Regardless of which – nobody should be able to tell you what to wear on a beach (unless it is a nude beach, where you wear nothing).

And, now the French High Court has deemed the ban to be unconstitutional! Liberté!
