So, e.g. a simple ultrasonic examination of the liver gets some kind of fixed price attached to it, so if they do the examination (and give a reason why it was necessary, they will get this defined, fixed price from the insurance). According to circumstances (maybe the examination is very difficult for one specific patient), the doctors may also bill the same diagnosis with a factor (say: double the price) maybe because the examination was very challenging for medical reasons. Furthermore, german public health care insurances may not create profit. If they do, they have to share it with their members.
